This was a design for the now sadly defunct Skinny Bear tees. All my designs for them took the form of bizarro promo t-shirts that suggest a larger story. The product description read:

Saint Metatron's Camp for Talented Youth. A rare vintage promo shirt of the notorious summer camp closed by the State in 1999. Brand new, never worn, only a slightly noticeable smell of sulphur.
